He can only see into the future because of Doppio's Epitaph which lets him see into the future by casting the vision onto a visible surface, which is usually his hair so that others cant see it. This leaves Diavolo free to move around while others are stuck doing their predetermined actions which puts him into favorable positions.
Basically King Crimson will put people into a sleep mode for the duration where they will continue to do what fate already decided for them to do.
King Crimson is only confusing because people keep calling it a time skip ability, it's not.
